I want to reflect on the most significant moments of the past year. 2025 was a very eventful year, with many challenges and successes. Among them: 1. Inaugural Celebration for USA 250 OC Last year, I had the privilege of helping kick off the Inaugural Celebration event for USA 250-OC! As the Honorary Chair of this monumental organization, USA 250-OC's goal is to engage the citizens and residents of Orange County in commemorating and celebrating the 250th anniversary of the Declaration of Independence and the birth of the United States. Through several events and initiatives last year and this year, USA 250-OC has engaged with communities across Orange County to explore the history and fundamental principles underlying our constitutional government, advance the historical ideals and aspirations embodied in the Declaration of Independence, the Constitution, and the Bill of Rights, and inspire the American spirit through recognition of our shared heritage, common rights and responsibilities, and respect for each other. I am excited to be part of this organization's goal to engage the local community as we approach the 250th anniversary of our great nation on July 4, 2026! |

Grand Opening for OC Health Care Agency's Marine Way Campus in Irvine Last April, I joined my colleagues on the Board for the grand opening and ribbon cutting for the OC Health Care Agency’s new Marine Way Campus in Irvine. This 68,000 square foot state of the art facility will allow centralization of several agency divisions, and includes a public health lab, community and nursing services, an emergency management center, and an agency operations center. This two year project was completed on time and within budget and gives our Health Care Agency even more tools to address the versatile health needs of Orange County’s communities. |

SCAQMD Board of Directors Rejects Harmful Environmental Rules After Massive Public Pressure Last June, the South Coast AQMD Governing Board voted to reject proposed rules 1111 and 1121 on a 7-5 vote. The board heard the overwhelming opposition from homeowners, renters, businesses, and the rest of the public who would have been decimated by these rules. This was a victory for everyone in the Southern California region who supports our housing industry and a strong quality of life. I am proud to have first raised the alarm over these rules during my time on the SCAQMD board and thank my former colleagues for their wise and responsive decision.My opinion piece spearheading opposition to these bad rules is here. I want to thank all of my colleagues here in Orange County, including local elected officials, businesses, community organizations, homeowners and grass roots citizen groups and individuals in pressuring SCAQMD to abandon these rules which would drive up costs of homeownership during a housing shortage without making the air significantly any cleaner. While this outcome is welcome and worthy of celebrating, the fact that this vote was so close is a clear reminder that we must remain vigilant in protecting the public from these types of destructive environmental mandate schemes dreamed up by unelected bureaucrats. |

I want to commend Assemblymember Sharon Quirk-Silva for her extraordinary leadership. For over a decade, she and I have worked to build coalitions, navigate political challenges, and never lost sight of the mission. Support for AB 571 is broad and bipartisan. All 34 cities in Orange County, over 150 veterans organizations, public safety leaders, labor groups, and elected officials at every level have united behind the cause of creating this cemetery. Orange County remains the largest county in California without a veterans cemetery. That must change. This is about gratitude, but it’s also about fulfilling our responsibility to those who served. With AB 571, we are moving forward together to deliver the dignity and final resting place our veterans so deeply deserve. |

6. North Tustin Zip Code Bill Passes US House of Representatives Last July, the US House passed Rep. Young Kim’s bill to secure a unique zip code for North Tustin. This is a critical step toward resolving a long-standing tax issue burdening the community. For years, I’ve heard from residents frustrated by taxation without representation. They pay Santa Ana sales tax rates yet living in the lower taxed unincorporated North Tustin. A unique zip code will help prevent this issue. Thank you to Congresswoman Kim for working with me on this important effort and delivering results for our shared constituents. The bill now awaits US Senate approval. 7. 241/91 Express Connector Project Last year, the Foothill/Eastern Transportation Corridor Agency’s Board of Directors approved the necessary agreements to move forward with the 241/91 Express Connector project. Once completed, this $524 million project will allow drivers traveling on the 241 Toll Road to seamlessly connect directly into the 91 Express Lanes. As Chairman of the 241/91 Express Connector Ad Hoc Committee, I am thrilled to see this critical project move forward, improving connectivity and commute times for the traveling public. Construction is expected to commence in 2026. The project’s completion date is estimated for 2029. The 241/91 Express Connector project offers numerous benefits to commuters and the environment: - Provides a new route choice
- Shortens queues on 241 Toll Road
- Reduces weaving and merging between the 241 and 91 corridors, enhancing traffic operations
- Travel time savings through the 241/91 corridor, including travel on the 91 general purpose lanes, based on date, time and direction of travel
- Reduces carbon emissions, fuel consumption, and improves air quality
- Improves regional mobility

Board of Supervisors Adopts Fire Hazard Weed Abatement Program Last April, my colleagues on the Board of Supervisors and I unanimously approved the adoption of a resolution I championed authorizing OC Public Works to abate weeds and combustible vegetation that are a public nuisance and a fire hazard. My district is the most wildfire prone in the county given our expansive open spaces. Orange County continues taking proactive measures to ensure the safety of our residents. It is incumbent upon us, as the leaders of this county, to ensure the safety and security of our communities. Here in Orange County, we work constantly to prevent anything like the magnitude of destruction we saw recently in Los Angeles County from ever happening. That starts with removing fire-prone vegetation threatening our community's safety. This resolution authorized OC Public Works to use contract services to abate weeds and combustible vegetation on private properties in Orange County's unincorporated areas when property owners have failed to abate weeds and other fire-prone vegetation after notification. This program is a vital preventative measure to ensure we have the best fire mitigation practices and that our first responders and Orange County communities are in the best position to prevent a wildfire from starting. |

He also reported multiple other illegal voters on our voting rolls, such that the US Department of Justice has sued Orange County. While the Board of Supervisors failed to support my efforts to cooperate with the DOJ, it at least agreed to look into whether vote fraud is being perpetrated through misuse of animal names and records. The measure, authored by Supervisor Janet Nguyen and myself, passed with a 3-1-1 vote. The fact that a dog was registered and voted in two elections here in Orange County proves just how vulnerable our system is and why we need Voter ID laws in California. It is absolutely essential that our voter rolls be clean, accurate, and trustworthy. Anyone eligible to vote should be encouraged to do so and no one, or animal, ineligible to vote should be on our rolls. Now, if only I could get the Board majority to cooperate with the DOJ! |

Orange County Animal Rescue Team At the December 16th Board of Supervisors meeting, the Board unanimously approved the allocation of $75,000 from my office's discretionary funds to El Rodeo Rescue. This grant funds the new Orange County Animal Rescue Team (OCART). Under the Plan of Cooperation between the County of Orange and OCART, trained volunteers will be deployed to evacuate large animals during emergencies. In late 2023, the San Juan Capistrano Large Animal Rescue Team stopped providing resources countywide, creating a gap in a vital service for large animal evacuations. Over the past several months, my office has worked closely with the Orange County equestrian community to establish a County-supported program with dedicated volunteers willing to assist during emergencies. I am delighted to offer this resource, providing owners of large animals peace of mind in the case an evacuation is ever needed. The funds approved will cover costs related to insurance, training supplies, a rescue trailer, volunteer equipment, and other necessary materials. OCART will be a trained volunteer team dedicated to assisting with large animals during emergencies, especially wildfires throughout Orange County. My top priority is the public safety of Orange County, and ensuring that the equestrian and ranching communities have a robust, well-coordinated emergency response team is essential toward strengthening and improving the County’s disaster response capabilities. |

13. Fourth Annual Fishing Derby With an estimated 1,300 people in attendance, my Fourth Annual Trout Fishing Derby was an incredible success! Hundreds of people lined up outside the gate to Irvine Lake before the sun even rose, and spent the entire day reeling in fish on a wonderful sunny Saturday of family friendly fun. The largest fish came in at 5.22 lbs, with second place at 5.09 lbs, and third place at 3.21 lbs. Congratulations to the top three winners of the largest caught fish! A big thank you to Orange County Parks and James Events for all their hard work in coordination with our office to make this happen. We couldn't have done this without you! As a token of my appreciation to OC Parks for their partnership in this fantastic annual event, I presented OC Parks Director Pam Passow with a certificate of recognition. |

I had the pleasure of serving as a panelist at the Regional Housing Policy Conference, hosted by the Building Industry Association of Southern California. The event brought together leaders and experts to examine housing policies across our region and the state, with the shared goal of advancing practical solutions that support sustainable housing development. California continues to grapple with a severe housing shortage—an issue rooted in decades of underproduction and burdensome government regulations. I had the pleasure of taking an in-depth tour of the Flying Leatherneck Aviation Museum project. I was impressed with General Aguilar’s compelling briefing, the museum’s goal of preserving Marine Corps aviation history while advancing hands-on STEM education for the next generation. My District Director Scott Voigts and Community Outreach Director Saga Conroy spent time with the Flying Leatherneck team and student builders. I am so excited for the opening of the new museum at Great Park, and can't wait for the public to experience the fantastic educational opportunities and historical preservation of our military history that the Flying Leatherneck Museum offers. |

Our Third District staff, along with others, recently toured our Department of Public Works’ Agriculture, Weights & Measures division. Our Agricultural Commissioner/Sealer of Weights & Measures, Jose Arriaga, along with his staff, discussed the current happenings in the division as they gear up for a busy 2026. Also on display was Orange County’s newest detector dog, Georgia, who demonstrated her skills in searching and detecting unmarked agricultural products hidden in unsuspecting mail packages. Thank you to all of the Agriculture, Weights & Measures staff for their efforts in making this division run smoothly. |

My Field Representatives, Pat Buttress and Al Tello, attended the Yorba Linda Chamber of Commerce Installation Luncheon and Best of Yorba Linda awards. Over 60 Yorba Linda businesses won Best Of and were recognized with certificates from my office. The new Board President, Juan Carlos Vazquez, and Board of Directors were also installed. Also recognized were Frank Stefano’s Golden Baked Hams as Business of the Year, Norma Rodriguez as Ambassador of the Year and Simone LeCompte as Board Member of the Year. Once again the luncheon was a sold out event. The event was enjoyed by all and the event was a great opportunity to recognize so many wonderful community leaders and businesses. |

This new resource is designed to offer dignity, autonomy, and a truly personalized experience to the individuals served by The HUB OC. The Clothing Shed will play a vital role in enhancing daily services for homeless individuals and those navigating crisis. |
