As we welcome 2025, let me begin by expressing my gratitude to all of you for allowing me to serve as Supervisor for the Third District. As my time as Chairman has ended, I want to reflect on the most significant moments of the past year. 

 

2024 was a very eventful year, with many challenges and successes. Among them:

 

1. Re-Election to Second Full Term 

 

Last March, the voters of the Third Supervisorial District delivered a resounding victory to me on Election Day. I treasure the overwhelming support and vote of confidence in my bid for re-election to another four-year term in office. My District Three team and I have worked relentlessly and effectively to better the quality of life for all Orange County citizens.
 
Thank you, and I look forward to my next term on the Orange County Board of Supervisors.

2. Orange County Board of Supervisors Approved Balanced $9.5 Billion Budget 

 

At last year's June 25th Board of Supervisors meeting, the Board approved its budget for the next fiscal year. 
 
The $9.5 billion budget adequately funds public safety and essential services, confirming the county's ongoing commitment to fiscal responsibility and community safety. This budget reflects careful consideration of the county's priorities and needs, ensuring that resources are allocated efficiently and effectively.
 
This budget demonstrates our continued dedication to fiscal prudence while prioritizing the needs of our residents. The uncertain and mismanaged state budget presents us with substantial challenges and uncertainties of our own. But the Board and our staff have diligently watched the budget and are disciplined in spending tax dollars. By responsibly managing our resources, we can continue to provide essential services and support the growth and prosperity of Orange County.

3. $500,000 Grant to Working Wardrobes 

3. $500,000 Grant to Working Wardrobes 

In January, I was proud to present a $500,000 grant to Bonni Pomush, the CEO of Working Wardrobes, one of Orange County’s most respected nonprofits, for its Rebuilding Careers program.
 
The Rebuilding Careers program by Working Wardrobes highlights its dedication to equipping individuals with the tools and resources necessary for stable employment. This program not only addresses the immediate need for job placement but also provides ongoing support to ensure individuals can maintain their positions and achieve long-term success.
 
Working Wardrobes has been incredibly successful in its goal of assisting over 125,000 Orange County jobseekers in finding stable employment. Thank you for your dedication to helping those most in need in Orange County.

4. Board of Supervisors Approves Chairman Wagner’s $115,000 Grant to Families Forward for Refurbishment for its Food Pantry 

In December, the Orange County Board of Supervisors unanimously approved my $115,000 grant of Third District Discretionary funds to support refurbishing the Families Forward food pantry in Irvine. 


Families Forward has been instrumental in providing meals for families in need across Orange County since 1984. This grant will help this dedicated nonprofit to expand its facilities to address the growing need of Orange County’s families facing food insecurities.

In December, the Orange County Board of Supervisors unanimously approved my $115,000 grant of Third District Discretionary funds to support refurbishing the Families Forward food pantry in Irvine.

5. Rededication of Orange Plaza Park Fountain

5. Rededication of Orange Plaza Park Fountain

Last year, I had the opportunity to participate in the rededication of the historic Orange Plaza Park Fountain.  
 
In 2023, a speeding car tore into the park and damaged the fountain, which had to be shut down. After hearing of the Plaza Park Fountain's destruction, restoring this iconic Orange County landmark to its former splendor became a labor of love for the community. I donated $200,000 to install safety, crash-rated, up-lighting bollards along the pedestrian walkways facing east and west Chapman and north and south Glassell.
 
More lighting was also installed to give additional motorist visibility to the park.

I was proud to participate in this rededication along with Mayor Dan Slater, Mayor Pro Tem Arianna Barrios, Councilmembers Jon Dumitru, Kathy Tavoularis, Ana Gutierrez, and John Gyllenhammer, and Supervisor Vicente Sarmiento.

6. Third Annual Trout Fishing Derby 

 

On Saturday, December 7th, my office hosted its Third Annual Fishing Derby at Irvine Lake. I am happy that, after I spearheaded the Lake's reopening for public use, the public has been able to enjoy everything it has to offer! 
 
Beginning at 5 a.m., hundreds of fishermen and their families lined up at the lake's gate to find their spot on the shoreline. We had stocked the lake the prior day, and the fish were biting.
 
The largest fish caught during the day was a 7.3-pound rainbow trout. Prizes were awarded for the three largest caught fish.
 
We had blind bogey drawings, raffles, two food trucks, and, best of all, great weather!
 
My office couldn't do this without the help of Orange County Parks and all its dedicated staff.
 
Another successful derby is in the books! Look for the next derby and join us in December!

In January of last year, we celebrated Orange County's Inaugural Hall of Fame Class for the prior year of 2023. Members of this class are:

8. Allocation of Nearly $50,000 to Support City of Orange’s School Crossing Guard Program 

 

At the September 24th meeting of the Orange County Board of Supervisors, the Board unanimously voted to support my allocation of $47,248 from Third District Discretionary funds to the City of Orange to pay for crossing guards for two Orange Unified School District elementary schools in the Third District.
 
This program is vital to ensuring the safety of our elementary school students in highly trafficked areas. Closing the funding gap to assist the city for the two schools in the Third District was the right thing to do in light of the city not having the funding to keep this vital safety program for our children going.

Last June, I had the honor of throwing the first pitch at the Angels game. What an experience!
 
I also had the opportunity to speak with Bally Sports West about Orange County’s OC4Vets program. This clinic, staffed entirely by Veterans and Veteran-connected individuals, assists our local Veteran community with mental health support, case management, college, family, housing, and legal support, among other services.
 
Country musician Kip Moore performed after the game. I had the chance to welcome him to Angel Stadium personally and thank him for headlining our OC4Vets post-game show. 
 
Orange County is blessed to have such a strong relationship with the Angels, who work with us to promote and support our Veterans.

10. Serving the Community on Multiple Regional Boards

In my capacity as Supervisor, I also serve on multiple regional boards to ensure that I can use my position to better represent the interests of my constituents beyond my role on the Board of Supervisors. 
 
These boards include the Orange County Council of Governments, of which I have served as Chairman for the past year, the Orange County Fire Authority, the Orange County Transportation Authority, both Transportation Corridor Agencies, and most recently, the South Coast Air Quality Management Board. 
 
In each of these roles, I do what I can to minimize bloated government bureaucracy, cut red tape, and roll back unnecessary regulations, while ensuring that efficiency and quality service are the top priorities for all of these agencies.

Over the last year, my office has held numerous town halls and information sessions to inform the public about the dangers of the fentanyl epidemic that has plagued our state over the last few years.
 
We also have brought in experts to give the public preventative tips and resources, as well as training on how to administer naloxone, a life-saving drug, to those who are exposed to fentanyl. 
 
My office has been at the forefront of preventative measures amid the fentanyl crisis that our County has unfortunately not been spared.

SANTA ANA, CA – At the Tuesday, January 14 Board of Supervisors meeting, the Board elected its new Chairman and Vice Chair.

 

Vice Chairman Doug Chaffee was elected to succeed outgoing Chairman Don Wagner as the new Chairman for 2025, while Supervisor Katrina Foley was elected to serve as Vice Chair.  

 

“It has been an honor to serve as Chairman of the Board of Supervisors for the last two years, a feat that most who serve on this Board aren’t afforded,” said Supervisor Wagner. “I am happy to pass the torch to Supervisor Chaffee, who has been a steadfast and supportive partner amid all the challenges and successes we have had over the past year. While my time as Chairman has come to an end, I will continue serving on this Board for the next four years, representing the interests of the people of the Third District, who re-elected me last year by a resounding margin. I cherish their confidence and continued support.”

 

Supervisor Wagner wishes Chairman Chaffee and Vice Chair Foley all the best in leading Orange County in 2025.

Earlier this month, I was sworn in for my final four-year term on the Orange County Board of Supervisors in a private ceremony with my wife administering the oath.
 
Attached is a collage of photos from some of my prior swearing-in ceremonies on the Board Supervisors (2019 and 2021), as Mayor of Irvine (2016 and 2018), and my first swearing-in for the State Assembly in 2010.
 
Serving on this Board and all my prior elected offices has been the honor of a lifetime, and I look forward to the next four years of serving the people of the Third District.

PUBLIC SAFETY POWER SHUTOFFS IN RELATION TO HIGH WINDS

As we continue to monitor the Palisades, Eaton, and Hurst fires devastating our neighbors up north in Los Angeles County, our thoughts and prayers are with those impacted by the devastating blazes.
 
We in Orange County are also affected by the high winds and associated Public Safety Power Shutoffs (PSPS) by Southern California Edison (SCE). The decision to do a PSPS lies solely with SCE as it strives to keep residents safe.
 
Our office is aware that the PSPS is extremely inconvenient and difficult. Safety remains our top priority, and we encourage everyone to stay vigilant.
 
Key Safety Tips:
  • Downed Power Lines: Stay 100 feet away, call 911, and report to SCE at 1-800-611-1911.
  • Power Outage Preparedness: Keep flashlights, backup chargers, and emergency kits ready. Avoid candles to reduce fire risk.
  • Generator Use: Operate outdoors only to prevent carbon monoxide poisoning.
 
Current Conditions:
 
  • Strong winds are causing outages and repairs may take several days. Crews are working 24/7 to restore power safely.
  • PSPS may be necessary to protect against wildfires. Restoration takes up to 8 hours after inspections but could be delayed due to weather or damage.
 
Community Support:
  • Visit sce.com/outages for updates or to report outages.
  • For assistance, call 2-1-1 or visit 211.org.
  • Check your SCE account to update contact info for PSPS alerts.
 
We appreciate your patience and understanding during these challenging times.
Our office has also received several calls expressing interest in donating food and supplies to assist our neighbors to the north.

At the January 14th Board of Supervisors meeting, I recognized Trevor and Connor Smith for their inspiring achievements in raising more than $110,000 for the Cancer Research Institute, funding critical advancements in the fight against cancer.

 

Both from Orange County and having graduated from El Modena High School in 2011, Trevor and Connor launched the Jim & Jerry Smith Memorial Golf Tournament in 2014, two years after the loss of their father, Jim Smith, and their uncle, Jerry Smith, both of whom passed away from cancer just two weeks apart.

 

What began as a small gathering of 12 friends has grown exponentially into a community event of significance. The tournament celebrated its 10th anniversary in 2024, bringing together over 160 participants at Tustin Ranch Golf Course and raising $20,000. 

 

Trevor and Connor’s unwavering dedication, leadership, and charitable spirit have inspired countless individuals and strengthened our community. Their work stands as a testament to the power of family, resilience, and collective action in the face of tragedy.

Dr. King was a monumental figure who boldly but peacefully stood against the inequalities faced by so many Americans at the time. His message of peaceful desegregation during the Civil Rights movement called us to a truly colorblind society that guarantees equality of opportunity.
 
His timeless message of not judging a man by the color of his skin but by the content of his character still resonates with us today.
 
As we commemorate the man who helped bridge the racial divide in our society, let us remember his famous words: "I still have a dream, a dream deeply rooted in the American dream – one day, this nation will rise up and live up to its creed, 'We hold these truths to be self-evident: that all men are created equal.'"

At last month’s Board of Supervisors meeting, the Board celebrated John Wayne Airport’s receipt of a $10.6 million grant for its P466 Escalator project from the Federal Aviation Authority’s Bipartisan Infrastructure Law’s Airport Terminals Program.
 
Our thanks to Airport Director Charlene Reynolds and her team for their work on this project. We’re excited for JWA to receive this grant to further enhance our customer experience at the airport.

My Field Representative, Al Tello, has been donating blood for many years, and this past month, he hit the eight-gallon mark. Congratulations, Al! That's an impressive achievement.

On Saturday, my office cohosted a Women’s Self-Defense Seminar at the United Studios of Self-Defense in Yorba Linda.
 
We had a great turnout, and the attendees learned basic self-defense techniques specifically catered towards women.
 
I want to thank United Studios of Self-Defense for always opening its doors to women in our community who are eager to learn self-defense techniques to protect themselves and their loved ones.
